Policy Analysis Scenario:
A policymaker (client) wants to improve health outcomes in the communities they represent. You are tasked with choosing a specific health issue and carrying out a policy analysis to explore the best options to address the issue. The policymaker could represent communities at any level of government – local, state, or federal. Please include details regarding why the health issue is important to their constituents. The health issue should be as specific as possible.
Policy Analysis Structure:
Introduction (200 word minimum)
Summary of the policy analysis. Include details about the status of the health issue in the communities/populations the policymaker represents.
Identify the Health Issue (20 word minimum)
In one to two sentences, state the chosen topic for the analysis. This statement frames the problem being addressed in the analysis. This section of the analysis aims to present a brief and specific question to clearly define the focus of the analysis. The statement should lead to the possibility of several options but does not include recommendations.
Background (300 word minimum)
Detail the health issue using reliable information and justify its analysis based on the constituents the policymaker represents – local, state, or federal level. State the characteristics of the issue, including its impact on the policymaker’s constituents, how often it occurs, the severity of the impact, and the various outcomes that could result from implementing the policy (good and bad). The background should be tailored to reflect the client’s knowledge base. In this case, consider whom the policymaker is representing – constituents at the local, state, or federal level.
Landscape (300 word minimum)
Identify key stakeholders that would have an interest in the issue. List key factors to include in the analysis strategy. These can include political, social, economic, practical, and legal factors. See Chapter 14 in the textbook for more details.
Analyze Policy Options (300 word minimum)
Present three different policies/policy options for the client’s consideration. Using the resources discussed in the book on pages 326 through 330 may be helpful. The resources listed below can also offer guidance. Factors to include in your analysis could include cost, cost-benefit, political feasibility, legality, administrative ease, fairness, timeliness, targeted impact, effectiveness, and healthcare-specific criteria. See the textbook pages listed above for more detail.
Recommendations (200 word minimum)
Identify one of the policies presented in the options section and detail why it is the best action to take. Expand the discussion past what was included in the analysis section to discuss why this policy best fits with the client’s values and power. That means it is not a repeat discussion of the pros and cons – it argues why the chosen policy’s pros/cons balance is the best option. Remember to keep your client’s values and powers in mind when making your recommendation.
Conclusions (200 word minimum)
Briefly summarize the information you have presented by stating the health issue and pointing to the policy you recommend to improve health outcomes.
Bibliography
The bibliography should be structured in APA format. I want you to use at least six resources for this analysis. You may include the textbook and any additional material from the class.
Writing Guidelines:
The final policy analysis should be 7 – 10 pages long, double-spaced (3 ½ to 5 pages single-spaced). Normal Word formatting will be accepted. Font settings should be consistent throughout the paper.
The analysis should be in research paper format. Please do not present information in a list format, for example. Please include headers for each section listed above. Information presented should be written with the policymaker’s interests considered.
Information should be taken from reputable sources such as health agencies, reputable non-profits (American Heart Association, American Red Cross, etc.), and peer-reviewed journal articles. If you find information from a less reputable resource, trace the information back to the original resource and use that as your reference.
