For this project, you are tasked with CREATING a Financial Intelligence Unit (not researching an existing FIU).
In building the FIU, you will be writing a strategic plan for the FIU to help address the growing financial threats of financial crime, money laundering, and terrorist financing. What is a strategic plan? What laws affect how the FIU will operate? What strategies will you implement for the FIU? What are the performance outcomes that will direct the FIU? How will they be measured? How will the procedures be implemented? You will examine how laws, rules, and ethics established by the government and private associations that apply to collecting financial intelligence and evidence as part of a criminal investigation
This project will include (but not limited to):
Create an original strategic plan and guidelines for an FIU; DO NOT use existing FIU strategic plans or guidelines.
Discuss all laws, legal requirements, and restrictions that apply to the FIU’s authority or restrictions;
Identify standard operating procedures that regulate the flow and analysis of data creating actionable intelligence;
Design a process to staff the unit;
Establish performance objectives and a performance matrix to measure the effectiveness of the unit.
Include a detailed analysis and discussion of the information learned to support the assignment requirements.

The other references must be current articles (written within the last 7 years) located through the Florida State University Library or vetted through the Internet.
