Your memo should do all the following 1) summarize the issue, 2) provide supporting arguments and analysis (backed by references), and 3) make a recommendation on how to proceed on this issue. Remember that your boss is a very busy person, so it is critical that you write clearly and concisely. Your memo should be no longer than 750 words (bibliography is not included in the word count).

These issues are complex, so there is no single “right” answer. Your submission will not be judged on which side you take; instead, it will be evaluated based on the quality of evidence and analysis that you provide. Ensure that your boss is well-informed about both sides of the issue and prepared for public discourse.

Header
Clear problem statement
Summary of key arguments for and against
Recommendation based on the weight of evidence
Know your audience. You are distilling a complex topic into simple terms so that your boss (a very busy person) can make the best decision possible. Therefore, your memo should be clear, concise, and to-the-point.

Note: this memo is *not* intended to put forth your own preferred policy position. Rather, it should help your boss make the best decision for public policy. Thus, make sure you offer a balanced and realistic view of the issue, but also make a clear recommendation supported by the weight of evidence.
