As part of getting you to better understand the EAR regs, I offer this extra credit due by the last class.

His name is Rich Star, who lives in Buenos Aires, Argentina.” Can I close this sale and ship to him? Please email me your answer by 11/22 midnight of that week, and tell me why specifically I can or cannot. Obviously, a yes or no is not enough and this exercise is tilted to it being no. Remember to look at the consolidated screening list, then the commerce control list index for the ECCn, then look up the product’s ECCN for the restriction, then the country chart. This is an individual exercise, but is worth one point.
