• 1.0 margins, double-spaced, 12-point Times New Roman font, references in APA format. Do not
footnote your references. Instead, include a reference list at the end of the paper.
• If you want to include photos, charts, graphs, tables, etc., then they should be added to an
appendix as an Exhibit. Do not include them in the body of the paper.
• Each submission will be no more than 6 pages and no less than 5 pages, not including your
reference section (required), cover page (required), abstract (not required), and appendix (not
required).
Note: 6-points will be deducted from improperly formatted papers.

• The overuse of quotes.
• The unnecessary use and placement of pictures, tables, charts, graphs, etc. in the body of the
paper.
Content of Assignment
With $31.2 trillion dollars of debt (and it is rapidly increasing), the U.S. government must make
tough decisions as to where its limited resources should be allocated. As a subject area expert on
Transnational Crime, you have been invited to give testimony in front of Congress and asked to
make a recommendation on one aspect of transnational crime that should be focused on that would
have the largest effect on reducing the overall impact of transnational crime. In other words, of all
the different transnational crimes you have learned about throughout the semester, which one do
you think we should focus on that would have the biggest impact on reducing transnational crime in
general.
While there is no perfect solution to a complex problem, I would like you to consider everything you
have learned throughout the semester and identify one thing that you think we could focus on that
would have a significant effect on reducing the overall impact of transnational crime.
For this assignment I would like you to write a speech that you would present in front of Congress.
This is not a research paper, so do not go too deep and detailed in your analysis. I would suggest
developing two or three key points you want to get across. There are numerous examples of how to
construct a speech for the U.S. Congress and Senate available online. You might find doing a quick
Google search to be helpful.
Write your speech using the following format
Section 1: Brief introduction to your testimony
Construct an opening, well-organized paragraph, that provides an introduction to your testimony.
Section 2: Statement and description of the problem
Background and context. You should consider, and may want to include, some of the following:
– Begin with Transnational Crime in general, and then transition to your selected crime
problem (the one you think we should focus on).
– What are the social and economic impacts?
– Which regions and countries are the biggest violators? Who are the victims?
– What do we know about the criminal structure behind the crime problem? Is it related to
organized crime? Individuals? Governm ents? Are there any links to terrorism?
– How is your selected crime problem linked to other transnational crimes.
Section 3: What are international and/or domestic organizations doing to combat the
problem?
Highlight your research findings, relevant facts, personal stories, and policy experiences in other
states, countries, regions, etc.
Section 4: Discussion and Recommendations.
Conclude your paper with a discussion and recommendations section. What would your
recommendation(s) be and why. This section of your paper should identify what you think are the
biggest challenges in combating the crime problem, what strategy/strategies you think will be most
effective in combating your specific crime problem while also having the biggest impact on reducing
transnational crime in general, and any concluding thoughts.
Section 5: Summary Statement
End with a summary statement about policy options and solutions, potential impact on populations,
public health, and/or cost savings (a memorable closing). This section can be a standalone section
or you can combine it with Section 4 above.
